MINOT, N.D. (KFGO) – The Minot Police Department received information from the U.S. Marshal’s Service about a wanted man who was traveling to Minot from the Salt Lake City, Utah area Sunday night.
Investigators believed that Bounchanh Halsana, 33, was traveling to Minot on Amtrak. Halsana had a full extraditable warrant issued by the state of Utah and was identified as a violent Crips gang member and one of the Salt Lake City areas most wanted fugitives.
Investigators were also informed that Halsana had recently fled from law enforcement in three other states.
At approximately 9:30, in a coordinated multi-agency operation, Halsana was located and taken into custody following a brief foot pursuit after exiting the train. Halsana was transported to the Ward County Jail pending extradition.
The operation involved the Minot Police Department, Ward County Narcotics Task Force, Minot SWAT, Minot Fire Department, Homeland Security Investigations, Amtrak Police Department, Salt Lake City Police
Department Gang Unit, and the Marshal’s Service of the Seattle District, and District of Western Washington.
